How To Report Animal Abuse and Neglect

It is important to note that the laws pertaining to animal care set minimal standards for food, water and shelter. Most of us would treat animals in ways other than those we see around us, but as they say "you can't legislate love." You must distinguish between the dog in your neighborhood who just isn't getting the kind of attention your dog gets and the dog in your neighborhood who is being beaten, starved or mistreated. If in doubt, however, call the authorities.

If there is such a dog in your neighborhood, here are the steps you should take:

  • Call your animal control officer

  • Call your local humane society that has law enforcement authority (MSPCA, Connecticut Humane Society, etc.)

  • Call your appropriate state office:
    • Connecticut State Animal Control; (860) 713-2506
    • Maine, state veterinarian; (207) 287-3701
    • Massachusetts; MSPCA (800) 628-5808
    • New Hampshire, state veterinarian; (603) 271-2404
    • Rhode Island, state veterinarian; (401) 222-2781, ext. 4503
    • Vermont state veterinarian; (802) 828-2421

These people can tell you what you may and may not do to assist the animal.

  • DO NOT TRESPASS and do not enter the property without a search warrant.

  • DO NOT STEAL THE ANIMAL. Doing so is illegal and it will not educate the animal's owner.
